NGO Hoolekande Ekspertiisi- ja Nõustamiskeskus (HENK) was founded in autumn 2008 by a small group of Estonian health care specialists to deal with problem behaviour of intellectually disabled, multiple disabled and long term psychiatric people.
The idea to create that kind of organization came after visiting Center of Concultation and Expertise in The Netherlands and following Dutch problem behavour train-the-trainer schooling courses throughout last decade. The knowlidge and know-how has mostly been delivered to Estonian specialists by Blankers-Hage v.o.f. who also has involved lot of other Dutch professionals of this field.
The main goal of HENK is to help to understand problem behaviour client cases by offering schoolings, councelling, guidance and producing writings on this topic in order to avoid abuse, preserve human rights and dignity. All the work is project based or financed by the service subscribers.
Performed activities of HENK are the following:

Adding problem behaviour topic to official care workers’ education curriculum and training of care workers (2008).

Councelling guidance of concrete client cases with problem behavour in special care homes, schools and at homes (2008- ).

Organizing and implementing of the schooling project about problem behaviour in order to educate staff members of bigger special care homes as key figures to deal with problem behaviour client cases (2009).

Publishing an article „It Is Possible to Prevent and Decrease Problem Behaviour“ in Social Work journal (2/2009)

Compiling of a chapter about problem behaviour to „Care Workers’ Handbook“ (2010)

Taking part in different discussions about special care services (2008 -)

Compiling of electronic version of handbook „Good Custom of Preventing and Guiding of Problem Behaviour“ (2011).

Organizing and carrying out the round table meeting about problem behaviour among representatives of Estonian Social Ministry, Social Insurance Foundation and special care service providers to indroduce contemperary approach and intervention (2011).

Organizing and implementing of long term schooling project to educate health care, social and special education field professionals to become behaviour experts in order to work for HENK in future (2011 - ).

The board of NGO HENK consists of three health care professionals: Urve Tõnisson (psychiatric nurse and psychologist), Monika Salumaa (occupational therapist) and Ain Klaassen (occupational therapist) who, beside their main profession have knowlidge and skills about problem behaviour management and training of adults.
